WordPress.org provides free software to build and manage a blog website . Please download the software at WordPress.org  if you want to build a website of your own.

You can install WordPress software on a PC that you have set up as an offline web server. Before you have a real website, you can learn WordPress on the offline web server. This site provides tutorials on how to install WordPress on a PC.

Ofcourse you can use WordPress software for building “real” website, that online on the Internet. But you have to register a domain name (your website address). Also, you have to host your website on webserver provided by hosting services.

You can also build a blog in the blog site such as WordPress.com. It is free, you don’t need register domain name. Your blog address would be YourName.wordpress.com. But the features of the blog management software are limited. You should build your own blog website on the web hosting if you want full features, and your website address will be more attractive and you are free to choose the address. Also, you should build your own website if you plan to moneytize it.

WordPress.FreeTutorial.Web.id is especially for guiding you to build your own website using WordPress software. But if you have a blog on WordPress.com you also can apply some of tutorials and tips here. And please note that some features such as plugins, do not exist in the WordPress.com.
